What is the Campaign Registry (TCR)?

The Campaign Registry (TCR) is a third-party company chosen by AT&T, Verizon, T-Mobile, and U.S. Cellular for registering application-to-person (A2P) 10-digit-long code (10DLC) messaging campaigns. TCR supports a sanctioned A2P 10DLC text messaging campaign ecosystem. TCR works both with mobile network operators and campaign service provider companies, like ServiceTitan, who are involved in sending text messages to customers on a business's behalf. To ensure your text messages are delivered, you need to register your company with TCR in ServiceTitan.

What is a 10DLC number?

10DLC (10-Digit Long Code) is an industry standard for A2P (Application-to-Person) messaging. 10DLC numbers are ten-digit long code telephone numbers that are an alternative to short-codes, for example, 80888, and toll-free numbers, such as 1-800-888-8888. A short code is five or six digits in length. Short codes used to have a higher rate of sending messages (throughput) than long codes (ten digits).

Enhanced 10DLC functionality now matches the high message throughput of short codes while reducing fraud risk. These numbers are better suited for legitimate business messaging, as they are less likely to be flagged as spam and can send more messages per second than traditional P2P (Person-to-Person) phone numbers.

Caution: To ensure message delivery quality and compliance, U.S. carriers require businesses to register their 10DLC numbers and SMS campaign use cases (informational, conversational, promotional, or mixed-use). Carriers impose registration requirements along with registration, standard messaging, and carrier surcharge fees. ServiceTitan, like all SMS providers, adheres to these regulations.

By registering for 10DLC, businesses benefit from improved delivery reliability and higher message throughput, ensuring their communications are efficient and credible.

How does 10DLC impact my business?

This affects all text communications delivered through ServiceTitan, including customer notification texts, chat, alerts, dispatch SMS messages, and review requests through Marketing Pro.

Caution: To avoid message blocking by mobile carriers, all ServiceTitan customers must register their business information by submitting company details. Registration is mandatory to send text messages. U.S. carriers have additional fees for registration, campaign use cases, and carrier surcharges on 10DLC traffic. Like other SMS providers, ServiceTitan passes these fees through to customers, which are reflected on billing statements.

What is the 10DLC registration process?

You should register your business information by submitting company details in ServiceTitan. The submission process only takes a few minutes, but it takes 7-10 business days for the mobile network operators to vet your registration. What do I need to do to help my company's brand get registered with the TCR for 10DLC?

To help your company's brand get registered with the TCR for 10DLC:

  1. Complete your brand registration in TCR Brand Management

  2. Ensure your company has a website (or online presence) to be approved.

  3. Have a dedicated area on your website with the following:        

    1. Call-to-Action (CTA): A clear invitation for customers to opt in to a messaging campaign, outlining the program details, consent requirements, and key disclosures.

    2. Privacy Policy: The rules of participation in the messaging campaign, including message types, frequency, costs, and customer support information.

    3. Terms & Conditions: Explains how customer data is collected, used, and protected, while assuring it will not be sold or misused.

How do I complete the registration process to send text messages through ServiceTitan?

To complete registration, go to Settings > Phones / Phones Pro / Contact Center Pro > TCR Brand Management and provide the following details:

  • Legal Business Name and DBA

  • Contact Email and Phone Number

  • Company Website

  • Tax ID

  • Privacy Policy Link

  • Stock Symbol and Exchange (if publicly traded)

Once the admin completes registration, ServiceTitan will submit it for approval with The Campaign Registry. When approved, the banner turns green.

  • New ServiceTitan customers can start sending text messages once approved.

  • If registration is not approved, SMS features (including chat and notifications) will be unavailable. Contact ServiceTitan Technical Support for further assistance.

  • Current customers must register to continue sending SMS.

  • Marketing Pro users need to register to set up Reputation Management and send review requests via SMS. Existing Marketing Pro customers must register to avoid service disruption.

What are mobile network operator pass-through fees?

All SMS/MMS campaign service providers, including ServiceTitan, pay a one-time setup fee and ongoing monthly recurring fees for every campaign registered in addition to standard messaging costs and carrier surcharge fees.

Note: ServiceTitan will pass through these underlying fees to you without any additional markup charges. Such fees are subject to change from time to time.

Note: An SMS message is broken up into 160-character segments whereas MMS is more expensive but is one segment regardless of size. Mobile network operators charge by the segment, not the message. Adding emojis to your SMS changes the segmentation limit from 160 characters to 70 characters.

How much are pass-through fees?

Our modeling of the new mobile network operator surcharge fee indicates that a customer with average usage will incur a charge between $20 and $50 a month, though this could vary significantly based on seasonal use and the customer's adoption of new features that use text messaging.

Why is this industry transition happening?

For security reasons, business messaging has been changing from short codes to long codes. 10DLC is a new way to send A2P messages using local phone numbers.

What features in ServiceTitan include SMS and MMS?

Customer notification texts, chat, dispatch board intracompany text discussions, and review requests through Marketing Pro are the most popular features that use SMS and MMS services.

Can I use the above features if I do not register?

  • If you are a new customer, these features are locked until you register your brand.

  • If registration is not approved, SMS features (including chat and notifications) will be unavailable. Contact ServiceTitan Technical Support for further assistance.

  • Current customers must register to continue sending SMS.

  • Marketing Pro users need to register to set up Reputation Management and send review requests via SMS. Existing Marketing Pro customers must register to avoid service disruption.

Do I need to get new numbers to use A2P 10DLC?

No. By following the registration process, you enable your existing phone numbers to use the A2P 10DLC service.

Are pass-through fees for outbound messages, inbound messages, or both?

Each carrier has its own fee structure. While most carriers charge for outbound messages, some carriers like T-Mobile also charge for incoming traffic.

How do I know which phone numbers are enabled for outbound messaging in ServiceTitan?

To send outbound messages, a number needs a TCR Campaign ID, assigned the first time you text from it in ServiceTitan. Go to Settings > Phones > Phone Numbers and check the TCR Campaign ID column to see which numbers are active for messaging. Carriers limit each TCR campaign to 49 phone numbers. This view helps you monitor usage and stay within that limit.

Note: This applies only to 10DLC numbers, not toll-free numbers.

Should I register if I'm a Canadian customer?

Canadian companies, that send text messages to customers with US phone numbers, should register.

Note: As of September 2021, the registration process isn't typically complete without a manual follow-up. If it doesn't complete, it is likely the Campaign Registry (TCR) will want a copy of your Certificate of Incorporation to complete the verification process. If your attempted registration isn't successful initially, contact ServiceTitan Technical Support for assistance. As part of resolving the issue, the ServiceTitan representative may ask you for a copy of your Certificate of Incorporation in order to provide it to the TCR.

How can I estimate my monthly messaging costs?

The estimate is an easy way to quickly estimate the costs. The estimate could be too low if most of the messages are SMS, in comparison to MMS, and they are multi-segment messages.

How do I cancel my Campaign Registry for texting?

To cancel your Campaign Registry, contact ServiceTitan Technical Support team.

Why isn't my SMS campaign sending messages, and how can I fix it?

Your campaign may fail to send because your account has reached the 49-phone-number limit set by The Campaign Registry (TCR). To resolve this, use an existing provisioned number or request the removal of an unused one, then clone the campaign, assign a valid number, and relaunch it.

Toll-Free number verification

When do I need to register my company to not have my toll-free messages blocked?

You should register your company as soon as possible. As long as you complete your brand registration in TCR Brand Management, ServiceTitan submits your Unverified toll-free numbers for verification. This will change their status to Pending and, after the verification process is complete, it will be updated to Verified.

Caution: Only toll-free numbers with a Verified status can send messages. This ensures compliance with carrier requirements and industry standards.

What do I need to do to help my toll-free numbers get verified? What do they check for?

First, complete your brand registration in TCR Brand Management. Make sure to include your website. If you don't have one, include a link to your company's social media page, like Facebook, Yelp, and so on. ServiceTitan will then submit your numbers for verification automatically.

How can I confirm if my toll-free numbers are verified for messaging?

You can view the toll-free number verification status in your ServiceTitan Settings. Go to Settings > Phones / Phones Pro / Contact Center Pro > Phone Numbers and check the results of the Status column.

Can I verify my numbers myself?

No, ServiceTitan must submit your numbers for verification as the messages are being sent from the application.

Are there any fees involved for registering my brand with the TCR, or verifying my TFNs?

  • TFNs: Currently, there's no additional fee for submitting or verifying a toll-free number.        

    Note: This is subject to change.

  • 10DLC: Our modeling of the mobile network operator surcharge fee indicates that a customer with average usage will incur a charge between $20 and $50 a month, though this could vary significantly based on seasonal use and the customer's adoption of new features that use text messaging. The overall charge consists primarily of usage surcharge fees, on the order of $5 per 1,000 text messages, and a fixed fee of $10 per month to the TCR.        

    • If your brand registration is rejected, resubmitting will incur another fee.

    • ServiceTitan will be passing through these fees without any markup beginning October 1, 2021. You will begin to see these fees posted on your November 2021 bill.

Can I only submit my numbers for Toll-Free Number verification, and not register with TCR for 10DLC, to avoid the TCR fees?

No. ServiceTitan will submit your brand for registration with the TCR upon completing the Register for Texting form. We will also submit your toll-free numbers for verification.

What's the benefit of using 10DLC over a Toll-Free Number for messaging?

10DLC allows for MMS, which is required for being able to send a photo, for example if you want the Technician photo in the Dispatch Notification.

If my default outbound messaging number is a toll-free number, and I have not completed the brand registration, should I switch to a 10DLC number?

We don't see a reason to at this time. If you do, you would still need to complete the Register for Texting form so that we can submit your brand for approval with TCR. Your messages will be blocked for some period of time until your TCR approves your brand.

I am based out of Canada. Does this apply to me?

Canadian companies that send messages to US phone numbers must register.

If my 10DLC brand registration fails, what should I do?
