Create a bill without creating a purchase order

Caution: As of October 2023, the Payables feature is not currently available for enablement in ServiceTitan. Please contact your Customer Success Manager (CSM) to discuss alternative implementation options.

In order to create a bill without a purchase order, the Payables configuration must be enabled.
